Contract signed for the design study of a new Student Residence Complex at the Hellenic Mediterranean University

The Hellenic Mediterranean University (HMU) has taken another important step towards strengthening student welfare and upgrading its infrastructure with the signing of the contract for the study entitled “Design Study for the Construction of a New Student Residence Complex at the Hellenic Mediterranean University.”

The contract was concluded between the Hellenic Mediterranean University, represented by its Rector, Professor Nikolaos Katsarakis, and the appointed consortium of economic operators.

The contract covers the preparation of all required studies, technical specifications, tender documents and licensing procedures, enabling the project to proceed to the next stage of implementation.

The new student residence complex is planned to be constructed on the HMU Campus in the Stavromenos area of Heraklion. It will provide accommodation for 200 students, responding to the growing housing needs of the University’s student community.

The study is funded by Greece’s National Development Programme and forms part of the Ministry of Education’s Sectoral Development Programme 2021–2025. The total study budget amounts to €3,196,675.32, including VAT, while the signed contract amounts to €1,222,367.20, including VAT.

The study has been awarded to a consortium consisting of the companies “D. Vasilopoulos & Partners E.E.”, “Architectural Ltd Grammatikopoulos–Panousakis”, “S. Stathopoulos K. Farros Domi S.A.” and “K. Georgakopoulos–S. Tsantes & Co.”, represented jointly by Dionysios Vasilopoulos.

The study will be supervised by HMU engineers Charalambos G. Koutroulis, Head of the Directorate of Technical Services; Eri Tzanaki, Head of the Studies Department; and Studies Department engineers Kyparissoula Dimitrakopoulou and Terpsi Mari.

The overall timeframe for completing the study is 360 calendar days.

The project aims to create a modern, functional and environmentally responsible student housing complex. The new residences will be designed according to bioclimatic and sustainable design principles, with particular emphasis on energy efficiency, universal accessibility for people with disabilities and the harmonious integration of the complex into the natural and built environment of the University Campus. The technical specifications were prepared by HMU’s Directorate of Technical Services.

According to the project specifications, the complex will include accommodation facilities, communal and support areas, infrastructure for modern student life and appropriately landscaped outdoor spaces. The plans provide, among other features, en-suite bathrooms, private outdoor areas, food preparation spaces, reading rooms, computer rooms, laundry facilities, storage areas, modern electromechanical systems, digital infrastructure and internet access throughout the complex.

Particular emphasis is placed on sustainability and energy performance. The project will incorporate passive bioclimatic systems, active energy-management systems, green roofs and modern automation technologies. The aim is to create nearly zero-energy facilities that can serve as a model for the entire educational campus.

With the signing of the contract, HMU enters a crucial stage in the development of a strategically important project for student welfare, equal access to higher education and the University’s attractiveness to students from Crete, the rest of Greece and abroad.

The new infrastructure is expected to contribute significantly to improving student life, supporting families and further enhancing the academic environment of the Hellenic Mediterranean University.
