The Strategic Planning Unit constitutes an autonomous and independent service within each Higher Education Institution (HEI). It reports directly to the Rector and collaborates closely with the University Council. Its mission is to develop the Institution’s strategic plan and to prepare the program planning agreements, in accordance with the relevant regulatory framework.
Higher Education Institutions develop a multi‑year strategic plan for academic advancement, aligned with the national strategy for higher education as outlined in Article 14 of Law 4653/2020 (Government Gazette A’ 12), the national strategy for research and innovation, as well as prevailing developments and key priorities in the European and international higher education landscape. This strategic plan spans a minimum of four (4) years, and is approved by the University Council, following a recommendation from the Rector and a proposal submitted by the Strategic Planning Committee.
The Strategic Development Plan (SDP) of the Hellenic Mediterranean University represents a significant step toward the balanced, well‑designed, and sustainable development of the Institution, both in the medium term (four‑year horizon) and the long term (twenty‑year horizon). The SDP covers the period 2022–2025 and forms an integral part of the Institution’s evaluation process conducted by the Hellenic Authority for Higher Education (HAHE).
Within the framework of the Strategic Plan, the mission of the Hellenic Mediterranean University as a public academic institution is articulated through the following core pillars:
- a) Provision of high‑quality education at undergraduate and postgraduate level, aiming to cultivate graduates with strong scientific foundations, critical thinking skills, and professional competence.
- b) Conduct of systematic and high‑quality research, as well as the development of doctoral studies of high standards, contributing to the production of new knowledge and scientific advancement.
- c) Strengthening continuous interaction with society, institutional bodies, and the country’s productive sectors, with the aim of responding to contemporary needs and promoting regional and national development.
- d) Internationalization, with particular emphasis on participation in European academic networks and the substantial increase of student and staff mobility, thereby enhancing the Institution’s outward‑looking character.
- e) Cultivation and promotion of fundamental values, such as democracy, equality, progress, social cohesion, solidarity, and justice, both within the student community and in society.
The SDP serves as a roadmap for the development of HMU, establishing a coherent framework of objectives and actions that reinforce the University’s academic, research, and societal role.
